Can i get a pistol purchase permit in madison county ,nc if i live in buncombe county, nc?

im perfectly legal. ive seen on the nc gun law site that you can obtain a permit in another county for collection purposes. but i also read you must be a resident of the county for atleast 30 days... confusing! i wonder only because i live about 10 minutes from the madison county courthouse,and about 40 minutes from the buncombe county courthouse, there is also a 7-10 day wait in buncombe county that does not exist in madison county. any help would be appreciated.
