What is the score with these idiots who bloke the outside lane at roadworks?

In the UK we now have idiots who seem to think they are doing evryone a favour by bloking the outside lane when there are roadworks ahead. There we were today approaching roadworks well over a mile ahead and 100 ye#ard sup the road, there is an idiot in a van with a clear lane in front of him running at the same speed as the car in the slow lane. First of all the Highway code says USE BOTH LANES at roadworks, secondly these drivers are braking the law by obstructing the road. Thirdly they are making the delays longer to everyone by forcing peoiple to wait in their self made roadblock when a bit of common sense would see them run up to the back of the car in front and then the traffic jam wouldn`t be so long. 45 minutes to go 1.5 miles today. As much as the roadworks are to blame, it is these IDIOTS who don`t understand the rules of the road who cause most of the congestion. I would love to see a Police Car stop one day and haul one of these idiots over and book them.
