In what sense is "Beauty [of art] is truth" a true statement and in what sense is it not a true statement?

Beauty has proportion and balance, but is that determined by how much we've been conditioned by the values in the culture we were raised in and live in, or is beauty the same beauty as in a sunset or a sunrise which is being created by the spiritual and which can feel?
